''Law enforcement is concentrating on that.''During the 1980s, police increasingly were able to target major gangs such as the Hell's Angels, Outlaws, Bandidos and Pagans, said Detective Sgt. Terry Katz, a Maryland state trooper and national expert on bikers. But with the emergence of street gangs like the Crips and Bloods, and foreign imports such as Jamaican ''posses'' and Asian gangs, police have their hands full.''
Law enforcement is driven by the public,'' Katz said. ''And the public is scared by (street) gangs.''The weeklong conference in Orlando offered seminars and discussions of biker-gang trends among 220 officers, many of them undercover agents, from the United States, Britain, Australia, France, Germany, Holland, Norway and Canada.Investigators also presented awards to seven agents from the U.S. Bureau of Alcohol, Tobacco and Firearms and to the Volusia County Sheriff's Office for their 13-month probe into the Warlocks Motorcycle Club. The investigation, dubbed Operation Easy Rider, resulted in probation violation, drug, weapons or explosives charges against 48 Warlocks members and associates - including the club's national president at the time, John ''Spike'' Ingrao of Apopka.Many motorcycle clubs are legitimate organizations, but federal investigators estimate that 500 to 600 motorcycle gangs or clubs operate outside the law. They estimate that there are 2,100 full-fledged members of such biker groups, with thousands more associates - from those who simply ride with the gangs to those who deal drugs for them.
Hard-core gangs like the Hell's Angels and Outlaws routinely deal in guns, explosives and prostitution, investigators say. Authorities also charge that biker gangs control the manufacture and distribution of methamphetamine, also known as speed.''Methamphetamine is more dangerous than crack cocaine ever will be,'' Katz said. ''It causes a high that lasts eight to 24 hours which causes highly aggressive behavior, compared to a 30-minute high for crack.''To counter news reports of police raids, investigators say motorcycle gangs have turned to charitable causes such as toy and blood drives to bolster their public image.''The public still believes that motorcycle gangs are a product of the '50s, gone like the Edsel,'' Katz said. Gangs like the Hell's Angels and Outlaws for years have said police claims against them are exaggerated.New Warlocks national president Jeff Riles said earlier this month that his club is not a criminal organization. Riles, of Brevard County, acknowledged that some members like Ingrao were involved in illegal activity, but said the Warlocks have cleaned up their club and expelled problem members.''

And because their criminal activities remain highly profitable, the groups continue to flourish.The Outlaws motorcycle club, the nation's second largest club and most dominant in Florida, has doubled its membership in the state during the past several years, Katz said.It recently opened a chapter in Daytona Beach, where Outlaws national leader Harry ''Taco'' Bowman of Detroit spent the spring and summer, said Orange County Sheriff's investigator Ray Smith. Up to 70 Outlaws live in Florida chapters, which include Orlando, Fort Lauderdale, Fort Walton Beach, Tampa and Jacksonville, Smith said.Because it is popular with motorcycle racers and riders, Daytona Beach increasingly is becoming a hot spot for gang members.''
